Well now, hold on. That's perhaps a bit disingenuously phrased.
The issue here appears to be due to the positioning of the perks relative to one another, with 4 distinct tiers of drops based on said positioning.

With how much Bungie's ship has been leaking (or tossed overboard) and the only comments on the nature of weighting being that there is no system designed for it and it's never been a thing, the chances are this is an issue with the RNG weapon perk roller. This would not intentionally be a worldwide implementation of weighting of random perks.
