surge mods only work when the weapon is matching the same element of the rocket that hits the enemy. but since the rocket changes elements as it fires each of the rockets, realistically, only the arc rocket gets buffed, but the arc rocket deals 9% of the total damage from the rockets, so arc surges do fuck all, and you can't really buff either void or solar rockets without blowing yourself up
