It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.

Take the current season pass finisher and compare it to, well, Golden Gun
GG front loads the kill, the rest of the animation is post-kill
The season pass is the other way around, the kill only happens at the end of the animation
