First 4 I think are where they need to be. Keep in mind that it’s not in F, it’s usable. ToM is niche as primary DPS. Merciless and 4th have spots in damage rotations. Witherhoard at this point has been crept out of the meta overall. Graviton suffers from being a pulse and Sunshot synergizes much better with solar
