Bright Engrams are a mess. They're not on a knockout system, which means you can easily get repeats of certain things, like Ghost Shells, Ships, and Sparrows, though I haven't ever seen it drop repeat ornaments or ornaments at all. If you're trying to rely on them to get you everything, don't. It's not possible to obtain every cosmetic in the game anyway.

Myself and Echo are going to be working on a website, and by that I mean mostly Echo will, that aims to accurately display what cosmetic items are available, either currently or at all, or unavailable.
