Why is X not dropping?
It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.
• Runs are all separate environments. A 1/3 chance does not mean you get the loot you want one out of three times, it just means there is that percentage of chance whenever you run the activity that you get said loot.
• Perks are not weighted. All weapons drop with their perks at the same rate.

Your best bet is to check the Pale Heart triumphs. There are 3 (one for each zone) which tracks the bosses. A boss you haven't killed is one you don't have the mote for.

aside from the 15% debuff it's dead weight for rocket damage since it needs to be held active and rockets can't make use of its boosted crit damage, have whoever would be using divinity swap to tractor cannon (30% debuff) and have them do damage with special ammo weapons

or have one hunter on tether (35% debuff) and everyone does rocket damage
