I just grabbed one yesterday from the Ghost from Final Shape on my Titan and it gave it to me as a non-tiered exotic armor piece. Mine rolled as a 46 so I still don't know if it's possible to just get lucky and get a higher drop or not.

My personal opinion was to make random rolls objectively superior to crafting, but keep crafting as an option - a failsafe, a backup. The random roll crowd get their loot chase, the casual crafters still get their ideal rolls.

Garden of Salvation's the only way to get Reckless Oracle. It won't drop from secret chests until you've gotten it to drop once. You can check d2foundry to see what other high-rpm void autos there are but I can't think of any other than Reckless

That's a delta, if it's recommended power 400 with a -10 delta means you're always at least at a -10 power penalty, with 400 power being your max effective power that benefits you

If no recommended power, then power won't matter

Should be able to pick it back up from Petra or the Quests Archive, but I know it used to be bugged so I'd recommend just going for the exotic instead. Also, unless you're using the other 8 items in that slot regularly, you can always just vault those, too.

T1-T5

Tier 5 armor all have 75 stats and a +5 stat boost to a random stat

What are the extra mechanical challenges for the new dungeon?

1st encounter is only kill shielded guys with Falcons, second is never let the boss explode, third is must shoot one of the middle orbs within 15s when you swap dimensions
