Upgrade a syndicate vendor to Rank 5, then buy the upgrade at Spider to increase your base tier. Keep in mind purchaseable items will rarely be above T4, but Lawless Frontier drops will all but be guaranteed to be T5

If you're comfortable with using all three classes, you can do the Renegades campaign (if you have it) on legendary on each class and it should keep boosting your level each time
