That 15 is split between 3 stats, giving only 5 to each one. Across 5 pieces of gear that’s only 25 points per unfocused stat. 25 points adds very little if any benefit to those other stats. Even if you used a font to boost them by 20, that’s only 45 per masterwork stat, that falls extremely short of the 70 points necessary for pre-EoF 100 levels.

Definitely don’t feel like you should masterwork all gear you get.

That helmet is based on score not power level. Lower power levels get a boosted score multiplier anyways, so you shouldn’t need a high level to just get the helmet.
