To answer two of your questions, here are the stat totals per Tier pre-Masterwork:
Tier 1: 52-57 Stat Total
Tier 2: 58-63 Stat Total
Tier 3: 64-69 Stat Total
Tier 4: 70-75 Stat Total, 11 mod energy.
Tier 5: 75 Stat Total, 11 mod energy, and a tuning mod slot.

Each masterwork level adds +1 to each of the armors' three lowest stats and can be done 5 times for +15 total stat. Additionally, the tuning slot can add stats equivalent to a masterwork level, so that's another +3. And adding an armor mod can add another +10.

A masterworked Tier 5 with eveyr stat upgrade will have 103 total stats. Old armor could only get a max of 93 (68roll + 12mw + 10mod + 3art), and was much more RNG dependent.

There aren't really any viable sword builds. Ergo Sum with Arc Conductor is decent for killing adds, but that's it. Sword DPS is used against certain bosses like Crota or Riven, but they're pretty niche. Swords aren't very good in the current sandbox in regards to add clear or damage.

Swords can get Eager Edge, which is useful as a movement tool. Many builds use them to get around quickly, but not to deal damage.

Unless some massive changes happen, I don't think swords will be viable. Think about it this way, in most cases, swords require you to spend 1 heavy ammo per melee kill. Many builds use zero ammo to do aoe melee kills. Most primaries require very little shots to kill many enemies and require zero ammo

Unless they fundamentally change how we interact with swords in the game, it's doubtful they'll be viable. But there is still hope. Ergo Sum and rolls like Arc Conductor show that there is room for development. But unless something really tips the scales, swords will always lag behind guns

Glaives were supposed to be the fusion between the two, and even they struggle to have a place

Last season was dedicated to them, and they weren't even the best thing that season

higher grade=better stuff

to consistently level you need to get A grades

as for the tokens i pretty sure you're referring to the vanguard tokens which allow you to buy good armor from zavala every week

If you mean to get the exotic, it shouldn't matter, but there's no good reason to stay on a lower Guardian Rank, especially if you're eligible to upgrade. If the Altar still has nothing, then you'll want to report the bug on bungie.net's help forums and your workaround in the meantime is to run The Sieve. There's a timer on its icon on Kepler's map for when it'll happen next.
