I'm guessing, like with many other systems, this is a temporary holdover until they can implement the system they actually want. Dungeons, raids, and Exotic mission rotators were getting bloated, requiring you to wait 2 months for a mission to loop back around and be featured. Originally they split the Dungeon and Raid rotator in two so you only had to wait a month. It was assumed they'd do that with the Exotic rotator. Instead, they got rid of featured raids and dungeons (without an announcement) altogether. My guess is they're still working on a way to get all of that content into the portal, so whenever that system is introduced, it's likely the Exotic missions will come along with it.

Tractor is only useful if your teammates are doing good enough damage to make up for the damage you're losing on Tractor. On a team of 3, this can be rough but possible (and sometimes necessary). On a team of 5, this is easier to do and can yield much more potent results.

Regardless, you generally don't want to use Tractor unless your team is specifically asking for it. 9/10 it's better to just contribute your own damage.

The dungeons themselves are fun to play through, which can make it "worth" depending on what you like. Some dungeons like Warlord's Ruin have pretty meh weapons but a really good Exotic. There are different reasons that make them all "worth" in their own ways.
