It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.
• Runs are all separate environments. A 1/3 chance does not mean you get the loot you want one out of three times, it just means there is that percentage of chance whenever you run the activity that you get said loot.
• Perks are not weighted. All weapons drop with their perks at the same rate.

in pvp certain weapons require weapon stats to break some time to kill thresholds (for example 180 hand cannons with the enhanced precision instrument perk require a high stat investment), wheras in pve it's generally not a focused perk because of the reliance on abilities for most builds

which means they have all new gear, higher guardian rank, or higher power

Their higher score means nothing for you and is akin to the early IB Fortress scoreboard metrics for how useless it is. The thing that has actual meaning towards your rewards is the base/team score.

If you're ending up in the high 9000s or, ideally >=10000, everyone is getting the best possible rewards for their setup. For most Fireteam Ops, that means farming for kills before clearing the boss. For Solo Ops, Pinnacle Ops, Savathun's Spire, The Coil, and Onslaught, that means making it to the end.

yea everything can get you to 200, then people usually run solo ops in the portal, caldera or k1, then you basically just add modifiers which makes it harder until you get A or B+ reward package which drops loot at the highest power level, like A would be +5 and B would drop loot at +4 if that makes sense

You need weapons with the piercing effect, in your artifact in the first column there’s anti barrier pulse that you can take or use the exotics with it built in, or get radiant on solar, or have volatile rounds on a void gun

If there was a true application or method of knowing exactly which weapons to keep and which ones to delete, it would be everywhere and probably the single most valuable source in the game. However, it doesn't exist, and frankly, it doesn't need to. Your best option is do as I said: Toss a photo of everything in your vault in #💎shard-it-keep-it because that's the best you can do. Light.gg just lies to you on which ones are "good", DestinyItemManager (DIM) is okay but still not great, and other websites go the same route.
