Virtually all legendaries have random perks, and it's rare that a legendary has an irredeemably bad perk pool. There'll be differences in weapon frame and some weapons have more useful combos than others but it's more complicated than exotics which are (mostly) static-rolled so it's either good or it's not.

It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.
• Runs are all separate environments. A 1/3 chance does not mean you get the loot you want one out of three times, it just means there is that percentage of chance whenever you run the activity that you get said loot.
• Perks are not weighted. All weapons drop with their perks at the same rate.
