Most raids will have certain bosses drop certain weapons, in this case you could farm either the Warpriest, Daughters, or Oryx encounter for the sniper. Personally I think the Oryx encounter is easier, plus you can do the challenge pretty easily for a 2nd chest and chance at what you're after.

It's a utility weapon with some very specific uses. If you find yourself needing it, it's really good. Otherwise it's pretty meh
Like, a lot of people used it during the Contest mode raid because they need consistant ammo generation and Alethonym can do that. Additionally, the raid has some vertical traversal that they were able to skip by rocket jumping.
But if you don't need ammo gen or movement tech, it's not the greatest for damage or add clear

Bungie doesn't like to give us any info, so it's on the community to find out. Most the dedicated players that would do that testing are grinding their power levels, so fewer people are testing other aspects of the game. Most of the less dedicated players already got it and don't want to go back in. So that just leaves the non-grinding players without them to gather that data, most of which are very casual players who don't really care about drop rates or whatever.

There's one mission per week. Doing it on Normal gives you 1 red border from that season, doing it on Expert gives you 2 more. Then you can farm the missions and pray for RNG to get more. The missions are on a 6 week rotation, so if you can't finish your weapon during the week, you'll have to wait over a month to try again.

ok there's a loooot of good special weapons. it depends on your build. Also depends on if you're looking for something in the kinetic slot or energy slot.
generally, some good options are:
- Mint Retrograde, strand rocket pulse rifle
- really any rocket sidearm
- area denial frame grenade launchers, there's a great one in the current solstice event called Festival Flight
