Depends on if you care about the reward passes or not. If you want the reward passes, then Year of Prophecy basically gets you 2 reward passes for free, at least with US pricing. As far as Ultimate or not, that depends entirely on if you want any of the star wars cosmetics.

If there are any armor exotics for your class that you're missing and you've got a Cipher too, you can focus-decrypt missing exotics at Rahool. Otherwise, either focus decrypt exotics you want a better roll for or just random roll it and see what you get.

Getaway Artist's regen seems pretty bad comparatively. 5% per burst means you have to do roughly 15-20 bursts to recharge your grenade. Devour gives grenade regen from anything; bursts, BW turret, weapons, melees, etc. Additionally, Devour is what makes the build so reliable and flexible, health aside. There are plenty of situations where you don't reset your grenade and it ends up on cooldown. Without Devour, there are ways to play around it like running a weapon with Demo, playing around orbs, or saving/popping Transcenance. Compare that to simply getting a powered melee kill, activating Devour, then using normal kills to get a full reset. Personally, any bonus damage you'd get from Helion is made insignificant by trying to play around your grenade cooldown.
