you can get them from the sieve if you have completed the legendary campaign at least once on your account, but unlocking the sieve requires completing the campaign on normal at least

Just the first mission, so if you’re lucky enough to get the hand cannon and a good roll without the dlc, that’s luck
If not, that’s unlucky and there goes your only chance without DLC

They still offer good guns, the high tier guns are better but its not by such a significant amount that its something you need to worry about
