Eager Swords are pretty much used exclusively for Eager, so the 2nd perk doesn't really matter, especially since Xur is such a slot machine when it comes to getting rolls you want. But between the two you've mentioned, Chain is probably more useful.

Yes, Pinnacle missions work similarly to Exotic rotator missions where it'll drop the seasonal exotic and its upgrades for completing the mission. Unlike the Exotic rotator playlist, doing it through Pinnalce Ops means it's not a guaranteed drop, so you might have to fight RNG a bit to get them all

Everything in the featured weapons is worth looking at because it'll be usable in content that restricts loadouts to new and featured gear, but in-so-far there's nothing that particularly outshines everything else, so you can give anything a shot really
