Precision instrument is more useful on special/heavy weapons that you're going to be just laying down the trigger on a singular target - its not really seen on primary weapons because you're more likely to body shot and lose the perk. You'd want something like incandescent for AoE + solar 3.0 interactions, Frenzy for a consistent damage + stat buff or surrounded for a less consistent but easier to maintain high damage buff

Enlightened Action isn't terrible but heliocentric gets more useful 3rd column perks like heal clip and demolitionist

It's a great sidearm (among the best in the game actually) so definitely worth hunting for a good roll
