It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.
• Runs are all separate environments. A 1/3 chance does not mean you get the loot you want one out of three times, it just means there is that percentage of chance whenever you run the activity that you get said loot.
• Perks are not weighted. All weapons drop with their perks at the same rate.

You can actually access endgame far before max level. I believe most raids and dungeons are at 1960 on normal difficulty.

Guardian Ranks 1-4 structured like a tutorial for the game, 5 and beyond are more based on actual accomplishment. Previously ranks would be reset to 5, but it was extremely easy to rank back up. Going forward they're changing what Guardian Ranks are supposed to represent, so they're being more fully reset and there will be a somewhat different way to progress them.

Starting with the new content July 15 is an excelent time to get into the game. Everyone is having their power reset all the way down to 10, the armor system is entirely new and refreshed for everyone, and we've told similarly massive changes will be coming in the future for other systems. Some people are calling it a slow transformation into "Destiny 3" given how much is being reworked. So while many veterans will have a slight leg up with how old gear is transitioning into the new system, everyone will essentially be starting from square one in farming the Tier system for Tier 5 gear.

And even if the new DLC doesn't seem that appealing, the old content will continue to be avalible and worthwhile. Nothing in the new system is invalidating current subclasses or older weapons. All the Exotics are being converted to the new system, so it's still a very worthwhile goal to unlock them all.

what might happen is that the mods stay on but are disabled until u hit a certain guardian rank, but they won't be unslotted

that's what happens with like artifact mods that discount mods and such

i dont think they'd do that though anyway

so probably nothing to worry about
