A bit complicated, simple answer is that Fusions are strong right now because of Particle Reconstruction. Really good for non-Heavy DPS. Plug 1 has some good rolls if you don't have access to anything better.

Pulses are still very relevant primaries. Heavy Burst used to be extremely strong when it first came out, now it's about even with everything else. The perks on Cruel Mercy are okay, but there are better ones out there.

Legendary armour is irrelevant. The stats of Legendary armour are random and none affect the weapon anyway. Mods, however, can be useful.

As for Exotics, none specifically pair with Crimson, with the closest option being the Hunter's Lucky Pants - it increases the damage of Handcannons. Otherwise you'd probably be looking at more general use Exotics that increase damage.

All that being said, Crimson is more of a PvP weapon than a PvE weapon. While it provides healing and reload, it doesn't have any innate damage buffs, and other weapons can do that job more effectively in PvE. A direct comparison would be Red Death Reformed, for example.

power drops are based on your gear, no matter where it is
equipped, inventory, vault, other characters, whatever
