Tinasha's is easily the best. Tusk is okay for a Kinetic slot waveframe, but New Pacific Epitaph is better. Multimach has the famed Orb + KT roll. Claws is a very solid Pulse, but Gridskipper and Joxer's Longsword are better.

No, they changed the system. To use Precision Decryption, you need to have the item already unlocked in your collections. If you can get him past Rank 16, you can reset him and unlock Novel Decryption, which lets you focus things not already in your collections

There's a few different methods. The first time you max certain vendors each season, you'll often get one. Xur has an easy quest each week that rewards one. If you have access to Episodic content, I believe you can farm them from the Tonic system and Tome of Want.
