First mission is Meteoric on Nessus. If it's not there then you're running into the bug that requires Revenant's intro to be completed before Echoes' can be started. Look for Na-Veskirisk on Europa, complete it, and then complete the Revenant Prologue quest you get when you complete it. Then Meteoric should show up.

In the current state of the game buildcrafting is not really necessary until mid-late game (campaigns are typically considered early game unless you're doing Legendary difficulty in the campaigns that offer it).

As far as story (and build crafting for that matter), your options are limited by what you own. If you have the Legacy Collection and Final Shape via PS+ then you have all of the current expansions, so if you want to go in story order, it's Shadowkeep (A Mysterious Disturbance on the Moon) -> Beyond Light (On Darkness' Doorstep on Europa) -> Witch Queen (The Arrival on Savathun's Throne World) -> Lightfall (First Contact on Neomuna) -> The Final Shape (Transmigration via the Pale Heart of the Traveler)

If you have done literally nothing besides create the character my recommendation would be to run through A Guardian Rises and A Spark of Hope since those are the most common reason for stuff not working. Otherwise, what I highlighted from the screenshot

Once you're done with the New Light/tutorial missions and have unlocked your subclasses, working on your Guardian Ranks up to 6 is a good start.
For the campaigns, the order is Shadowkeep, Beyond Light, Witch Queen, Lightfall, and Final Shape. After Final Shape there's Episodes Echoes, Revenant, and Heresy.
Shadowkeep is on the Moon, Beyond Light is on Europa, Witch Queen is on the Throne World, Lightfall is on Neptune, and Final Shape is in the Pale Heart.

Exotic Armour either comes as a World Drop from opening Exotic Engrams unfocused, or from Focusing at Rahool with his Novel Decryption tab.

Once you reset Rahool's rank once, he has a new menu, Novel Decryption. This allows you to select and earn any unearned Exotic Armour of your choice.

Alternatively, new Exotic Armour may drop from Vex Strike Forces, so long as it is from before Final Shape.

The World Drop loot pool does not contain all Exotics, which is why you may have been getting repeat drops. Once you earn a non-World Drop once, it is added to the world drop loot pool.

Vex Strike Force

Vex Strike Force is a special public event on Neomuna that is guaranteed to drop an exotic on successful completion. Despite being on Neomuna, it does not require Lightfall to get rewards. The exotic loot pool is determined by what DLC you own (and includes LLS exotics). Unacquired exotics (only those released before The Final Shape) that you have access to are guaranteed to drop before duplicates.

When does it happen?

It's random. There's a discord server that runs a bot that'll alert you when one is coming and help you group up with other players to work on it. It's a difficult activity to solo so it's useful to have a big group.

If you are a solo player, keep in mind it is better to load into the Liming Harbor even if the VSF is in a different area as it is more likely you'll join instances with other people.

Note: VSF won't happen when Terminal Overload is active in the same spot.

How do I get my powers past 2033? All my gear is 2020 and I get +13 from artifact but I see ppl higher than me.

Seasonal Challenges will give the most XP to increase the +13

2020 is the highest gear possible, nothing exists that is higher. You can only get higher numbers through the Artifact.

I have been playing since Heresy launched on February 4, pretty much daily, and I'm only +18

Well, your Int is very high. There's never a reason to invest in Int for PvE.
But, there's never a singular best build. It depends on the content in question.
