Totally depends. Are you giving them access to homebrew? Then that's on the DM to not allow them to do that.

If there is no homebrew involved, I let my players run wild with builds as long as they're still engaged with the game and not just in seeing the funny damage numbers go up.

One of my best players is fantastic in roleplay, does better voices than I can, and I know can DM a game themselves.

They build the most optimized character they possibly can given the constraints of the character archetype he's going for.

And like, I think its great. He doesn't try to outshine anyone in roleplay and gives build advice to others. Now, if they don't want to take the advice, that's also fair but yeah.

There are also ways to adjust difficulty to make certain characters shine.

That player I speak of plays a Rogue. He does massive single target damage, sniping away from the back.

But massive single target damage might get overwhelmed by a large mob of enemies. That's when the druid comes out to use their control AOE spells

Or maybe I throw a mage against them that has the shield spell. Well, a shield spell doesn't help you against the Cleric's Toll the Dead.

Early game, Rogues are beasts. Late game, their damage does fall off pretty hard.

Starting to see that as they approach tier 4

They get their one shot and if they miss, their damage in combat massively drops.

Warlocks and Fighters are still better at single target damage because of that generally speaking.

They casted Karsus's Avatar using the help of a bunch of Pit Fiends to ascend Levistus into godhood after breaking him free from the ice prison. He took the place of Asmodeus.

Karsus's Avatar was banned by Mystra because of what Karsus did, and that level 12 spells were impossibly, but they figured out a way to cast it that needed like a circle spellcasting of 12 spellcasters.

They prewrote a contract for Levistus (they did a damn good job at making it so that its pretty much in their favor) and have recruited the hells in a fight against invaders from the Far Realm. Asmodeus had other plans that were in their way (that involved him taking over the material plane) so they planned a deicide and did this whole thing to depose him and replace him.

Mystra couldn't do shit because she, alongside every other god, has been stuck in a war of their own in the Astral Sea, with gods and Primordial Elder Evils fighting each other in an all out war.

And now, one of their party members disappeared (like was erased from existence and memory), some of them took massive amounts of psychic damage, the area in the hells that they're in has become a Dead Magic Zone (basically advanced anti-magic where no magic exists), and the fundamental rules of magic changed.
