Well, what do you mean by downsides? For what you plan there is no free-tier. You could also use https://ploi.io, for 1 server and 1 app its free even though pretty limited.

Laravel Cloud is fully managed and you cant change anything, if something is not the "Laravel default" it'll be hard to adjust. Own servers and any hosting provider you want can be connected through Laravel Forge (Laravel ecosystem), Ploi or Coolify

Downsides like what you mentioned about Laravel cloud.
Just Server versatility, easy deployment, customisable and good customer support.
The opposite of any of this will be a downsides for me.

DB hosting? u can host it via cooolify

You can try Hetzner + Vitodeploy(not that good as forge, but free and self hosted)

I used kamatera to create my own VPS, they have a 30 day trial with $100 of credit. It works well but you need to admin the whole thing, I don't use their hosted/support option. They also have profiles to spin up any/all services such as coolify. Not sponsored

Be careful, the credit is for 1 server so only create 1 server and run whatever you want on it otherwise you will be billed on additional servers.
