No it doesn't, Octane will just use the binary.
There's also not a lot of useful information to be able to help you

Octane will automatically download the binary tho, as explained in the docs

Yes, so you can't use FrankenPHP on your OS, as the error message is telling you 🤷‍♂️ Dunno what you'd expect me to change about that tbh
