Supposedly FB is supposed to raise your karma level up to ten but it didn't work for me and i did get the MOC after talking to them.

I will try unapllying some mods in case theyre the ones causing it my primary suspect is the Last wish mod

Firstly, it's good practice to disable campaign mods you're not actively using. They're generally known to be buggy outside of the campaigns they add.
Second, I very heavily advise against using mods of any kind on a first playthrough

But that would certainly explain it.

i just took out every mod i had aside from the official dlcs but it still doesnt work

I’m not an expert on this, but maybe you could load a backup and then redo the encounter? (Backups are found in the settings menu)
