You could see Rain World as some sort of uhh... Sandbox game with an adventure tied to it? You're in an environment and you can fool around with stuff, and while there is an argument, you're not in any rush to follow it. You can just do your thing, discover new places, new creatures, try out stuff and see what comes of it. You're nudged in a direction at times, but that direction is merely a suggestion for the most part.
If you wanna deliver the neuron things to the girl to see if anything happens, you can do it. If you don't want to, you can just not do it.
It's all up to you in the end.
