#I seem to have softlocked myself

I just need to level up a few times to access that gate, but there's very little food and time and too much space to traverse before the rain comes for me to make progress where I'm at.

I've tried everything and getting out seems to be so practically impossible I want to give up, is there something I'm missing?
There is always a way out, though the difficulty varies
Drainage is a notorious swimming trap for newcomers
Random question, but are you pressing jump when submerged underwater?
... Probably to the jump underwater
It gives you a small boost but also drains a large portion of your breathing time
Any recommendations for getting back up out of this area? The bars won't stick into any of the walls and none of the jumps are far enough.
There's no need to do that other than if you're trying to gain levels for the gate, which I don't recommend, as you'll have to do the swimming sections anyway
As for swimming, while the game doesn't do a good job of teaching its mechanics, you have a lot more control underwater than it may seem
Mainly, always focus on the direction you're facing when underwater - maintaining a steady direction is more important than speed. Leeches can be countered using things you have access to in the environment - experiment with items to see how they interact with leeches. As long as you get a bit farther every attempt, you're doing well

I realized I'm better off just speeding through
I'm getting there... very slowly. Twice now I've gotten to the next savepoint just as the rain starts, but the gate between takes too long to open and I drown.
The leeches are just so freaking irritating
Keep trying. You almost got it. If it feels like the path to the gate is too long, and the time you have is too short, maybe it is. You can always explore the area some more, see if there's a shortcut you can use or if you can find a closer shelter from which the trip is faster and simpler. Familiarize yourself with the area and the knowledge you gain will make things easier for you.

I finally made it out today and progressed to the Industrial Complex and then the Shaded Citadel very fast by comparison lol.

I've now circled back around into the Industrial Complex after a lot more exploring and suspect I'm not headed where I'm supposed to be. Should I be fully exploring each area before I leave or what? I haven't seen the little yellow guy since I met the robot and ate all his white jellyfish.
Rain World is not a linear game with a linear story. It's a large interconnected set of ecosystems where you can explore and pretty much do whatever you want. Discover all the secrets, creatures, foods and environments in the world. You're bound to find a lot of interesting things.
Just do some tourism and sightseeing. Like a safari of sorts! 
Except that you can't hide in an armored car with toughened glass doors in this safari.
But if you want to go someplace specific, there is always more than one path that leads to your destination. As long as it takes you to where you wanna go, you'll always be on the right path.

And dang dude I read through all this and you made so much progress when you got out of drainage
Yeah fr, I borderline soft-locked myself down there by the entrance to Subterranean and considered restarting my save. But once I finally got out I was so familiar with the game’s mechanics I went straight through the next couple of areas (I went back to explore more of the Shaded Citadel since then though).
Yeah I had a similar experience somewhere but instead of getting stuck I just couldn't make it past this certain group of enemies
But once I did I started flying through the game
Anybody else find this section indredibly annoying? Like doing the acrobatics is lowkey hard and I keep dying and having to go all the way back, plus the daddy long legs and lizards in my path to this spot to avoid.
yeah had a hard time every passage here until i get the ''grasp'' of it
you can explore the region more to see if there's an easier path as well if you like 
You see, I struggle with a crippling disease called skill issue
I thought about that
i think it's safe to say this is a game causing this disease to everyone
