usually this means the file specified is open in another program and so it breaks when trying to clear out that directory.
The MergedMods directory is meant to be a temporary directory that stores the state of files when multiple mods are combined together. It resets every time mods are applied, but this happens if it isn't allowed to delete a file, usually by another application placing a lock on it. Since it's a directory that it's not allowed to delete it may be open in a file browsing program or might be an issue with OneDrive
if you can't find what program has it open, you may try restarting your computer to close all programs
