theres no particular order you need to explore in the dlc you can just go look at regions till u find one u like and explore that one

my friend found the aether echo as his first one and i found it as my last one so unless theres some odd trickery goin on i doubt it, aether is a MASSIVE region so there is a chance u missed sum

Have you found that echo in the cave? I just encountered it. you can start at the shelter WARF_S14 if you don't mind using dev to check room code. There's a huge verticle water tube(or a well, idk what that is called in English) under the connected room. Swim to the bottom then keep going botom and left. After passing a scarvenger tomb you can see that echo. I don't know if it is the closest way, just my route.
