You're missing the point. I'm saying 'based on fact' is a bad term because people use it to describe stuff that is based off of real things but not necesarrily an accurate or informative depiction of it.

For example, Slaughterhouse Five is based off real events but there's also little green aliens who time travel

Everything is based on fact, but when I say nonfiction is based on fact, it should be understood contextually that means, “our best understanding of the topic”

Both imply an elevation from their parts to create something new: “Based on a true story” means moving past the truth to create a more gripping narrative
“Based on fact” means moving past pure fact to create a greater framework of understanding using established facts as foundations
