Why is my grapple worm effectively attached to me whenever I get zapped?

Are you attempting to drop the worm instead of throwing it? Also, are you sure you're in the Exterior and not in a subregion of another region connected to it? If it's the latter then Shoreline being displayed is intended

I think I was in Shoreline- I was throwing it. It just doesn't let go. Like, it's a phantom or some shiz

You previously said you were in the Exterior, but the save file read as Shoreline. If you were at the top of the Leg and entered a gate to an Exterior-like region, then it reading Shoreline is not a bug.

Grapple worms cannot be dropped with the throw button in any circumstances.
