it's possible with devconsole

for spawning slugpups with devconsole, you'd have to open the console and input the following

spawn SlugNPC ID.1.xxxx

the xxxx portion is where you would put a set ID, if you don't care about the ID spawn SlugNPC should be sufficient

but slugpups in arena are an existing feature ingame (if ||gourmand campaign|| is done I guess)

I think beastmaster could also work. I haven't used the other suggested way but i feel like the beastmaster version is easier. It's in the steam workshop. You can spawn anyone and everything most of the time.

You can spawn slugpups by finding a slugcat in the menu and while holding shift place the slugcat. It should become a slugpup.
