tldr, your crew was cruising by petrichor V and you brought back a teleporter you found onto your ship

your trajectory made it look like you were headed to the moon, to which providence thought you were heading to free mithrix from his prison

so he takes no hesitation and uses the teleporter you brought onboard to bring your ship down, leading to the events of risk of rain 1 where you try to make it back from your escape pod to see if theres still a chance to get away, and mithrix seeing that you slaughtered all the creatures that hes sworn to protect wont let you leave

Well that ability is hedging on you getting a good equipment for the maximum benefit, if you get say remote caffeinator the reduced cooldown just isn't that beneficial!

On the other hand the orbital probe/Diablo strike is captain's main dps source and with it he could get the maximum benefit out of the resupply special if it reduced all skill cooldowns instead

double hacking beacons just cover the main downside of captain. Allowing for way easier early game. And sure speed shooting can help (on pc) to deal with early game but I find the free items to good to pass. Anyway thanks for coming to my Ted talk
