I recommend getting the Chieftain passage. Then, go to the Subterranean/Shoreline gate, and wait for them to follow you into the room. Once they’re in the room (hopefully multiple — they don’t need to cross the gate itself!), cross the gate and immediately go to hibernate in the nearest shelter. Visit the LttM region, and they should have spawned in at the big room.

I think it’s because when you change regions, it’s no longer possible for them to go back to Sub, so when you hibernate, their dens are relocated to the only scavenger suitable one in the region — LttM
