I know where it's taking me (||Looks to the Moon|| or ||Submerged Superstructure||), and going east is by far the fastest way to get there, but the overseer is pointing west.

I've been hearing reports of the same thing happening in the base game whenever 
is trying to guide you to Looks to the Moon or The Exterior; their directions appear to point to the Industrial Complex.
(this has misled a few people in #old-outskirts-to-lttm and #old-lttm-to-fp)

One of my friends was in shoreline and Iggy kept pointing away from lttm, making them go in circles, and in another area it kept pointing to a plain wall. It also made them go in circles in shaded citadel.

I don't think that's the same issue.
Usually when points at a wall it's because there's a pipe on the other side of that wall; doesn't ever know if you can actually get to the pipes it wants you to go through.
(that's always been a thing)
I would guess that going in circles isn't a glitch, just the result of passing by your destination and being asked to take a new path from the area you ended up in.
