I don't think this room of ||Submerged Superstructure|| is supposed to look like this; I've been having the same problem in Shoreline.

I think this room is the first non-dark room I've found in SS that uses what I would think is the correct palette.

The settings files are wrong; the palette isn't specified, only the fade.

I deleted and reinstalled the world folder and I think it's fixed? I'm in the ||Memory Conflux||, so it's hard to tell, but I think it's the ||Shoreline|| palette, which sounds right.

Mid-cycle? There's a brief period where that can happen, I think.
