I found this thread of someone having the same issue, but they're using an amd version for acer laptops so I can't really implement their solution into my laptop. If anyone knows how to solve this I'd greatly appreciate it

Try setting -force-d3d11-bitblt-model in Steam's launch options for the game?

To be clear, this is 100% a driver/hardware issue with your system but if it's like you said where disabling Windows Fullscreen Optimizations apparently fixes it then this is doing effectively the same thing, so it might just work
