First, I would try disabling all of your mods by moving winhttp.dll out of the Rain World folder or renaming it to something else. If that doesn't help, then your Rain World installation is corrupted. Verifying integrity should fix it
If it does help, then your BepInEx installation is likely corrupted. Deleting the BepInEx folder and installing it again should fix it
even with mods off and the game files verified it still crashes
Hmm, and you removed winhttp.dll from the folder?
i renamed it to 1winhttp.dll, not sure if there's a difference between renaming it and removing it

Something must be wrong with the vanilla game that verification isn't catching. You said that it crashes when you hit start - does that mean when you launch the game, or when you hit continue/new game on the slugcat select screen?

Huh, interesting. Save data isn't included in verification, so maybe it got corrupted?
I'd try taking everything in the UserData folder and moving it somewhere else temporarily
moved everything in userdata, still crashes. here's updated crash logs incase anything changed.
Well, I'm out of ideas besides a total reinstall. If you do, make sure to back up the UserData folder, and don't move it back until you confirm that the fresh install is working

You can assign a new install folder through steam

move install folder doesn't seem to be appearing even after i added another folder for things to go in
i wonder. if ur pc cant even run the game??
it is a possibilty and if it could run the game before. perhaps an update broke something
if you done a windows update since the game last ran.. that could be to blame. or maybe a driver on one of ur hardware parts needs updating

yeah, i've just been lazy and managing other things. if i removed the logs and made new ones, nothing would be different in the logs.
The point of this is to check if new logs are being created at all when you start the game
It's easier to spot when you delete them and then run the game
