Can't progress secrets in the air mission (spoilers)

In the section where you're diffusing bombs under town hall,I diffused all the bombs and killed all the enemies but it's still telling me that there's someone alive. The marker that usually shows the next objective leads me to a dead guy,and there arent anymore enemies

this happened to me on a different mission I left the area then came back and it got fixed

Can't leave the area or it kills me

When I die it resets me back into the mission

Is he not dead enough?

Im just gonna log out for the night and see if it fixes itself tomorrow
