Not heard anything about mythical legendary yes so far only ammo and decoys cant be upgraded but there is a legendary decoy from a side quest in old town

Oh you were meaning substats, if you mostly use parkour attacks the parkour armour is the best, throwables. Bolts or arrows, scavenger, or the survivor gear, or mix match
