My system is better then the recommended specs for ray tracing and I still get less then 60 FPS. my GPU usage is at 10%

I have a GTX 1650 Super (4GB).
16 GB Ram.
AMD RYZEN 5 1600
I can run DL2 in 1080p on very low settings without FSR on, with 50-60 FPS, and sometimes I get to low 40s when in dense places like on the ground cuz there are more details and NPCs to render.
However, I can’t get a consistent 60 FPS gameplay experience even with FSR on performance mode.

1050ti and r6 3600, I can run on high with 60FPS but sometimes it is choppy, the game is really demanding and not well optimized even on strongest rig 😄
