It isn't really a viral model. This is in the fog zone after the missiles, I assume. It's meant to be a turned survivor model and they don't have a viral model like that. It's like when you get an NPC with an Infected/Arrow, they have the viral animations but are still the same model because it would be impossible to create a viral-looking model for every NPC

Atleast they actually have a turning mechanic
