There really isn't A best gear.. there's too many variables and it's mostly what YOU prefer.

Your best bet for Armor would be either the Elite Renegade events or some Convoys (you wanna look for the ones with the big black APVs mostly) or you can try the GRE Facilities but I just think those aren't the best unless you don't mind the time consumption

With the Renegade one you'll most likely find Weapons more often than not, but it's the one I can always be guaranteed to find Artifact quality armor when it drops there

The convoys will have a chance for artifact, but it's mostly rares.

You can also try the military Containers (the Green ones you open from the top or use the GRE key on the door) and check those crates but I don't know how the loot there is for armor specifically as I only use them for weapons
