All loot respawns with time, yes, and the weapons and armor will increase their stats with the world level too.

Except the mission rewards, as far as I'm aware, everything else you pick up scales

If you also have the upgraded versions of the game, you'll also get some weapons on your stash that will actively scale to your world level with you (I.e. If your world level goes from 1 to 3, they won't stay at level 1, they'll go up to 3 without you needing to find better weapons)
