I think its the right finger of glova, theres a guy who spawns on top of VNC tower or nearby that give it to you, but if youre too far along in a certain story path he doesnt spawn

but i believe you can join someone elses game and find him, or try NG+

Not the vnc tower need to look for a air drop near vnc and there is a fuse box near it
You need to connect lvl by lvl the fuse box till appears a door that needs the gre key to open it
Then you just sit on the sofa till the blueprint appears
Another rooftop appears a guy that gives u the cyberhands 2177 that is a reference to the mantis blades from cyberpunk but their useless unless u want to zap everyone to death
