Use brawler gear with combat xp bonus, play with full lobby gives bit more xp for legend lvls, play on hard mode gives more xp, if you have xp boosters use them (2x at night), do lvl4 chases.

loot a lot, level up your skill points by doing free roam like fighting zombies, parkour, do windmills, def get inhibitors and level both health and stamina together, and overall have fun, try to not rush the story if you can there's so much to see and do and doing missions under leveled is a bad idea.
