I think it will spawn another one because I had one in my inventory and it spawned another one. Try to sleep or restart the game to make it spawn again.

Make sure all GRE facilities, Metro Stations, and GRE anomalies are finished

There are some inhibitors that will not spawn if you chose specific different decisions based on the story.

I don't think that's true I have all the inhibitors and I definitely didn't do every story decision

When I chose to help Jack Matt (The Lost Light story quest) rather than helping Juan on the Cathedral story quest, the inhibitor at the cathedral did not spawn. After I did another playthrough, I chose the cathedral quest and the inhibitor spawned there. I'm not sure whether Techland has patched this.

I played so long this game and still so many bugs, I give up this is trash I rather play other games.
