When you’re legend level goes up you can add points to different categories. For instance damage or health which increases the damage items deal or how much health you have.

I believe you stop getting gold-tier Dark weapons once you reach the legend levels, at least from dockets.

Best way to get one is to create a second save, level up to survivor level 24, hand in some dockets and then transfer it to your main by using a friend.

That's what I had to do to get my Tribal Axe.
