Stuffed Turtle isn't a DLC quest, so, in the event that you complete all story quests and side-quests, you can change your difficulty while tracking that.

It might depend on how far you are in. If you are at the beginning, I believe lobbies with more quest progress will not show up for you, but yours will show up for them. At least in the main campaign
